Lavrov blasts US: No more unilateral concessions from Russia and Syria regarding the ceasefire


US-led coalition must prove it really wants to separate Al-Nusra Front from rebels – Lavrov
Russia will “no longer take seriously” requests that its own or Syrian forces make unilateral concessions regarding the ceasefire, without the Western coalition providing proof it’s trying to separate moderates from terrorists, the foreign minister said.
In an extensive interview with Russia TV’s Vesti v Subbotu (News on Saturday), Sergey Lavrov reiterated that “the revival of the ceasefire is possible exclusively on collective basis.” If the US and its coalition partners fail to provide credible proof that they have “a sincere intention” to dissociate terrorists from the so-called moderate opposition “our suspicions that this all is being done to take the heat off Al-Nusra Front will strengthen.”

The events of the past few days, however, showed the reverse trend, as more rebel groups started merging with Al-Nusra Front, Lavrov said, citing a statement from Russia’s General Staff.

One of such radical groups close to Al-Nusra Front is Ahrar Al-Sham, which refused to adhere to the Russia-US agreement as the deal targets its ally, Lavrov said. Russia has been demanding it be designated terrorist for a long time, to little effect.

“If everything again boils down to asking Russia’s and Syria’s Air Forces to take unilateral steps – such as, ‘Give us another three- or four-day pause and after that we will persuade all opposition groups that this is serious and that they must cut ties with Al-Nusra Front’ – such talk will not be taken seriously by us anymore,” the Russian FM said.

He noted that previous US-Russia-brokered short-term ceasefires around Aleppo did not live up to expectations and proved detrimental to peace efforts, as the 48-hour and 72-hour temporary truces were “used to back up the jihadists, including, Al-Nusra Front fighters, with manpower, food and weapons supplies.”

For its part, Russia has been open about its work with the Syrian government to ensure its compliance with the US-Russia brokered Geneva deal.

On Monday, it submitted an interview with Lieutenant-General Sergey Rudskoy, chief of the main operations department of the Russian General Staff, to the UN Security Council, in which he outlines the concrete measures Russia made to secure the deal, Lavrov noted.

Speaking about the US airstrike on Syrian armed forces near Deir ez-Zor, that left 62 troops dead and over 100 injured, Lavrov cast doubt on Washington’s assurance that the Syrian government positions were targeted purely by mistake.

It is “very hard to believe that reconnaissance officers of the US-founded coalition that is fighting Islamic State [IS, formerly ISIL/ISIS] on the whole Syrian territory could forget about who is located where,” he said.

“The situation in Deir ez-Zor, contrary to the situation in Aleppo, where the line of contact is constantly changing, has been stable over two years already. The Syrian troops have been besieged by IS there,” he added, calling the circumstances surrounding the attack “a bit strange.”

Lavrov also confirmed that Washington offered its apologies to Syria’s President Bashar Assad via Russia.

The Russian FM has once again denied Russia or Syria’s complicity in the attack on UN-backed Red Crescent convoy in eastern Aleppo on Monday.

Russia had already submitted drone footage and other evidence to the UN as part of the investigation into the incident that resulted in death of 20 civilians and one aid worker.

“Russian aviation was not working there. Syrian aviation could not work there either, as the attack on the convoy occurred at night, and the Syrian Air Force does not fly at that time, they do not have such capacities,” Lavrov stated, citing the Russian Defense Ministry’s statements.

The “easiest way” and “the first necessary step” to determine who is responsible for the atrocity would be to uncover weapons that hit the convoy and present them, he suggested.

At the same time, Lavrov recalled the repeated “direct, open and unambiguous” threats to humanitarian convoys from rebels maintaining control over the Castello road that have on many occasions impeded essential supplies accessing heavily stricken areas of Aleppo.

The Russian Defense Ministry says that a US coalition drone was in the vicinity of a humanitarian convoy when it was attacked outside Aleppo. According to the Russian military, the unmanned aircraft was a Predator drone.
“On the evening of September 19, in that specific region, a drone belonging to the international condition, which had taken off from the Incirlik air base in Turkey, was flying at a height of 3,600 meters and traveling at around 200 kilometers per hour,” said Russian Defense Ministry spokesman Igor Konashenkov.

“The object was in the area around the town of Urm Al-Kubra, where the convoy was a few minutes before it caught fire,” Konashenkov added. “It left after about 30 minutes.”

The Defense Ministry spokesman said he wanted to point out that, as was the case with the tragedy on September 17 which saw US-led coalition airstrike kill and injure 200 people, the Russians would not be making any unfounded allegations.

“Only the owners know what exactly the drone was doing at this particular area at that exact time,” he added.

Moscow says it has provided all the data it possesses regarding the attack on the convoy, which was carrying aid to rebel-held areas in Aleppo, Russian Foreign Minister Sergey Lavrov said at a UN Security Council meeting on Wednesday.

“There was another unacceptable provocation on September 19 – the shelling of a humanitarian convoy near Aleppo,” he said. “I am confident that such coincidences require serious analysis and an investigation.”

On September 19, a humanitarian convoy consisting of 31 trucks was attacked while heading to Aleppo. According to the Red Cross, 20 civilians and one aid worker died as a result. Initial reports claimed the convoy had been targeted by an airstrike. Later the UN said all it could confirm was that the convoy was attacked.

On Tuesday, the Russian Defense Ministry reiterated that neither it nor the Syrian military had launched airstrikes on the convoy.

“Russian and Syrian warplanes did not carry out any airstrikes on a UN humanitarian aid convoy in the southwest of Aleppo,” Konashenkov said in a statement. He added that the military had studied video footage of the convoy, which appeared to rule out that an airstrike took place.

“We have closely studied the video footage from where the incident took place and we did not find any signs of any ammunition having hit the convoy. There are no craters, while the vehicles have their chassis intact and they have not been severely damaged, which would have been the case from an airstrike,” Konashenkov said.

“All of the video footage demonstrates that the convoy caught fire, which strangely happened almost at exactly at the same time as militants started a large-scale offensive on Aleppo.”

In a statement Konashenkov said Moscow was compelled to disclose the “sensitive details” in response to the accusations made by US deputy national security adviser Ben Rhodes, who has laid the blame for the attack on the aid convoy on Russia.

“This type of drone can not only monitor the situation, but also guide ground weapons to their targets and inflict surgical airstrikes at objects located on the ground by itself,” the Russian spokesman explained.

“Our western colleages are putting their best efforts to hype up the situation and ‘blur’ the tragedy in Deir ez-Zor and to distract the international community from Al-Nusra’s advance on Aleppo and thus cover the US incompetence in distinguishing between the ‘moderate’ opposition and terrorists in Syria.”

The US-led coalition air forces did not carry out any missions over the Aleppo area where the UN aid convoy was hit, Adrian Rankine-Galloway, a Pentagon spokesman, told RIA Novosti.

Nowadays, multitasking capabilities are a fundamental part of modern warfare.

Among the many innovations introduced in Russia this year, kinetic control of drones certainly does represent a major breakthrough.

The project is mainly financed by the Foundation for Advanced Research, (Wikipedia) an organization that works on programs related to Russia’s national defense.

It is the brainchild of deputy prime minister Dmitry Rogozin, and was conceived as Russia’s answer to the US’s DARPA, with a starting annual budget of $100 million, dwarfed by DARPA’s $2.3 billion annual budget. See here for a Moscow Times article about it.

A multitasker, is able to keep up with challenges do things more effectively. For a soldier, being able to command a drone using brain-power alone, provides a major tactical advantage having substantially expanded deployment scenario possibilities.

It’s not just bringing great innovation in military applications, confirmed Vladimir Konyshev, Neurobotics director to Izvestiya.

“The FSF wanted that the person operating the quadcopter is able to do something else simultaneously, to make sure that this technology can be used on the battlefield… That’s why our operator kept moving around… while the quadcopter responded to his flight commands and signals to move to a designated target. This interface could also have great benefits for handicapped people living in a ‘smart house’, enabling hands-free typing and other physical operations. And, of course, this neuro-interface will be of great help to the designers of new weapons systems”
